Dr. Gary J. Margolis is a consultant specializing in crisis response and communications; emergency management; workplace violence prevention; violence against women crimes; leadership; organizational transformation & development; and creating respectful workplaces. His training services and customized programs target key people within organizations including executive management, supervisory staff, and first-line personnel to increase productivity, build skills, and help organizations manage change and improve quality.
As a trainer and consultant, Gary has worked with clients representing a diverse array of government, higher education, for-profit and non-profit organizations. Among the industries represented are: banking, criminal justice, education, health care, professional associations, humane societies, government, environmental, and human service agencies.
With seventeen years in public safety, the last nine as Chief of Police at the University of Vermont (UVM), he has managed a wide variety of emergencies and crisis ranging from natural disasters to violent crimes. He was instrumental in developing emergency response and recovery plans and implementing incident command systems at the university. During his career he has served as a deputy sheriff, training administrator, police officer and university professor. He is an experienced and much sought after trainer and educator on emergency preparedness; workplace violence mitigation; organizational development; and violence against women crimes.
Dr. Margolis has faculty appointments at the University of Vermont and Norwich University. He is a member of the Roger Williams University Justice System Training & Research Institute Advisory Board and is a Director for the Lake Champlain Regional Chamber of Commerce. He is a graduate of the Harvard University Kennedy School of Government Executive Education Program: Leadership in Crisis. Dr. Margolis currently serves as a Commissioner for the Commission on Accreditation for Law Enforcement Agencies (www.calea.org). He is the Immediate Past General Chair of the University & College Police Section of the International Association of Chiefs of Police and Chairs the IACP Distance Learning Committee. Dr. Margolis is active in the International Association of Campus Law Enforcement Administrators (www.iaclea.org) and the Police Executive Research Forum (www.policeforum.org). He serves as an adviser to the United States Department of Justice and Department of Homeland Security on matters relating to campus safety and higher education security. Dr. Margolis holds a Masters Degree in Education and a Doctorate in Educational Leadership and Policy Studies both from the University of Vermont.

Steven Healy has been the Director of Public Safety at Princeton University since January 2003 and is the Immediate Past President of the International Association of Campus Law Enforcement Administrators (IACLEA). As President of IACLEA, Steven contributed significantly to the national dialogue about campus safety and security in the aftermath of the tragic rampage-shooting incident at Virginia Tech University in April 2007.
He has appeared on numerous news programs and talk shows including CNN with Lou Dobbs, ABC Nightly News, the Fox Network, and National Public Radio. Mr. Healy testified before the United States Senate Committee on Homeland Security and Governmental Relations and the House of Representatives Committee on Education and Labor on issues related to campus safety and security. Steven is a nationally recognized expert on campus public safety and is often invited to speak at national and international conferences addressing campus safety and law enforcement best practices and challenges.
He recently keynoted at the National Campus Safety Summit, sponsored by the Memorial Institute for the Prevention of Terrorism. Chief Healy has conducted numerous management reviews for campus public safety offices through IACLEA’s LEMAP program and separate arrangements. Mr. Healy was most recently on the faculty for the Department of Justice sponsored Clery Act Training Program, training college and university administrators around the country. Mr. Healy is working closely with Dr. Margolis on the IACLEA and IACP review of the VA Tech tragedy. Their work will soon be published as a blueprint for campus safety and security.

Mr. Nolan's litigation and counseling practice with Dinse, Knapp & McAndrew, P.C. focuses on: representing employers and institutions of higher education in employment and student-related matters, in civil litigation and administrative proceedings; advising employers and institutions of higher education on the resolution and legal implications of employment and student-related issues on a day-to-day basis, in light of federal and state statutory and regulatory requirements; and assisting employers and institutions of higher education in the development and implementation of appropriate policies, handbooks and training programs.
Mr. Nolan has practiced in these areas since joining the firm in 1992. Prior to joining the firm, he served as law clerk to The Honorable Jerome J. Niedermeier, United States Magistrate Judge for the District of Vermont, from 1991-1992.
Mr. Nolan is a regular contributor to the Vermont Employment Law Letter authored and edited by the firm, he authored an article on Sarbanes-Oxley Act retaliation issues published in M. Lee Smith Publishers' national "Hiring & Firing" newsletter in April, 2005, and he frequently speaks at public and client-sponsored seminars on employment law issues and legal issues affecting colleges and universities.
With Francine T. Bazluke, Jeff co-authored "Because of Sex": The Evolving Legal Riddle of Sexual vs. Gender Identity, which was published in the Journal of College and University Law (the national journal for the National Association of College and University Attorneys), Vol. 32, No. 2 (2006), and a NACUANOTE on gender identity and expression issues published by NACUA in June, 2005.
